feat: 新增驻场人员全部页面，补全SITE_MAP页面登记，修复共享页面角色跳转
- 新增驻场人员(onsite)工作台、知识库、我的共12个页面
- 修复AI助手和消息页面底部Tab导航缺少onsite角色映射的问题
- 补登SITE_MAP中24个遗漏的HTML页面条目（管理员/操作人员/员工端/应急APP）
- 移除不存在的center-seat.html条目
- 包含操作人员、专业人员已有页面的暂存提交

refactor(emergency-app): 按角色重构目录结构
将模块优先改为角色优先的目录布局：
- expert/ assistant/ operator/ worker/ onsite/ admin/ 各含 workbench/knowledge/profile
- ai-assistant/ 和 message/ 保持全角色共享
- 更新所有文件间的相对路径引用

拆解专家端原型为独立页面文件
将 expert-app.html 单体原型按项目规范拆解为 20 个独立自包含 HTML 文件，
分别放置到 workbench/expert、knowledge、ai-assistant、message、profile 目录下，
删除已被替代的 .gitkeep 占位文件。
