refactor(emergency-app): 按角色重构目录结构

Browse Source 
将模块优先改为角色优先的目录布局：
- expert/ assistant/ operator/ worker/ onsite/ admin/ 各含 workbench/knowledge/profile
- ai-assistant/ 和 message/ 保持全角色共享
- 更新所有文件间的相对路径引用
