feat(HomeActivity): 新增串口无数据超时提示弹窗

超过5分钟未收到串口数据时,自动弹窗提示用户考虑断电重启设备;
收到新数据后自动关闭弹窗并重置计时。
同步提交串口协议常量(ProtocolConstants)与帧解析器(SerialFrameParser)重构代码。
