chore(deps): 移除达梦数据库 JDBC 驱动依赖并优化配置

- 删除 DmJdbcDriver8.jar 驱动文件
- 排除 QuartzAutoConfiguration 自动配置
- 统一规范 POM 文件格式和依赖管理
- 优化项目构建配置
